Only affects users connecting to a silo of servers/applications.

Did you run out of licenses?  I'm not trying to be smart alex but I've
seen customers run out of licenses (or they have the licenses, but never
installed/activated them)

The servers are not busy, DL360's, MPS 4.0 R01, W2K and W2K3 servers.
