Connection broker is what I needed.  I am currently testing it.
Thanks for your help.  I checked out F5, but it seemed like an overkill for 
what I needed, and it's pretty expensive, too.

The connection broker is strictly load balancing on the number of RDP sessions 
vs. network traffic or other load factors?
