Active/HA is built into AG themselves. Just enable HA and then follow the wizard to configure a Web Interface site. As far as a NetScaler is concerned, it's the same hardware and codebase but a license is not require to make the AG portion HA. If you wish to do something like GLSB then you'll need to upgrade to a NetScaler license.
