To ensure only 1 copy of IE is run per user on a full desktop you
could try replacing the IE Icon with one that runs the following batch
file. Where H: is the users Home drive.

cd "C:\Program Files\Internet Explorer"
start /wait iexplore.exe
del H:\Lock.lck
