We use a FQDN for it (like tslic.mycompany.loc) and add the Alias to
DNS so that if we have to change TS license servers we do not have to do
anything to the MF servers. It works great and never had an issue with
it

Granted it works, but is it supported by Microsoft? There is little
information posted on the Microsoft.com website for this type of
configuration.
Also, this solution entails hard-coding the LS on each of the TS
servers. Why couldn't the auto-discovery function be fixed to discover
non-DC LSs in an AD environment? I mean, really, we have Active
Directory, let's use it. Hard-coding the location of the LS is just a
band-aid/work around to another problem. Band-aids tend to fall
off/break after a while.

No it does not need to be a DC. That is why I said there is a mass
misunderstanding about the LS, no matter which environment (2000 or
2003) you have.
Example:
Windows 2000 Active Directory, 1 DC.
2 TSs, Windows 2000.
1 machine running Windows 2000 Server that is NOT part of the AD runs
the LS. Just point the TSs in the registry to grab the licenses from the
LS. This is a Windows 2000 environment with AD where the LS is NOT on
the DC. This works. :-)

I suppose everything is relative. The original thread states that he is
running a windows 2000 domain and windows 2000 servers... So yes, it
does need to be on a DC.
Had he mentioned it was a NT 4.0/2003 domain, he would OK with the
license server on a member server.
