[THIN] Licensing mode for Terminal Services 2003

In our company we have users which mainly connect to TS using the same
laptops.
About 20-30% of them connect from other machines as well.
At the moment we are using per device CALs but I need to buy 80 new
licenses.
I think that in my situation I should buy per User CALs but maybe I am
wrong.
Could you please advice if in my situation I should buy per Device or
per User licenses?
