Only for versions prior to version 11.5 of the licensing service, the
Citrix daemon defaulted to a dynamic port between 27001 and 27009
inclusive, and you were advised to lock it down.

Now, as Joe mentioned, it's automatically locked down to 7279.

Even if you had an older version, you would be advised to fix it to 7279
to comply with upgrades moving forward.

So you need to open both 2700 and 7279 from the XenApp servers to the
licensing server.
