[THIN] License Agreement Popup after updating client

I searched the archives and couldn't find anyone else having this problem.
We're at Citrix XPe FR-3 on Windows 2000.
Hopefully someone out there can help me out. We upgraded to 7.10 client via
the Client Update Database. On our locked-down W2K machines users are
getting a Citrix License Agreement every time they run an app. I gave them
full rights to c:\pf\citrix directory in order for them to be able to
install the client. Now I'm searching for the file or registry entry that
is causing this annoying pop-up.
Any ideas for me??
