M$ KB article Q326526 for Office XP, Q823586 for Office 2003
It will run every time someone runs outlook. There are a few things you can do like reinstall office and do not install the speech recognition piece. Or if that is not appealing, you can restrict access to the executable.

Has anyone had any luck killing off CTFMON? Everytime I think I've done it, it seems to come back, and it's driving me nuts :( Clearly I'm missing an important step in the process, but I think I've been so focused on it that I'm going around in circles.
