I've seen issues with language from the desktops rather than servers as RDP
will inherit users regional settings so also check the desktops with issues

I had a similar issue after installing Adobe Reader language packs. After many
other attempts the only real solution was to remove the Chinese (or other)
keyboard from the possible keyboards.

I have a strange issue on my Windows 2008R2 / XenApp 6.5 farm where the
language changes for users from English to Chinese. They can change it back by
hitting Alt+Shift but Id like to actually fix this. Our servers have multiple
languages installed but English needs to be the default. Any ideas on how I
can prevent the keyboard language from changing?
