When editing a password policy in Password Manager 4.0, on the Basic Password 
Rules tab there is a selection for
Alphabet case usage that can be set to Uppercase and Lowercase. I don't think 
that it requires the use of both cases but
merely allows both cases to be present in the passwords. If Password Manager 
generates the password it will probably use
both but I don't think it will require a user to use both if the user types in 
the new password.
