Tried from everywhere actually just to see if it would make a difference.
Even tried copying the files locally.  Filemon and regmon and the eventlog
also picking up nothing.  I would have thought that it was just the app no
being supported on Windows 2003 but it installed on 2 servers for some
reason.

Is this being installed via a session or from the console? It may be a 
matter of the MSI limitation of not being able to launch from a network 
drive within a session.
