I am just wondering do you know exactly what files your users need
access to?  If you do, can't you just give them exclusive rights to
those files and then remove them from the domain admin group?

If not do you have a proxy server that you can use to block sites and
files that they can download.  Here I use Websweeper and it allows me to
block sites like hotmail, gator, etc.  As well I block them from
downloading executeables, batch files etc.

Just my 1.5 cents

Well, it is not by my choice.  One program that we use must allow the
user to have domain admin rights due to some files it accesses.  If I do
not give them this right, they are not able to get into the program that
they need to do their job.  Supposedly the software company is trying to
fix this, but I am not too confident.

You mean you *let* your users have access to be able to install software
locally to a terminal server? ;-)
