You can look at the owner in NTFS permissions on the files that they
used to install the app. That'll tell you who did it.

You can use third party apps to prevent it from happening. Appsense,
RES, and Tricerat have products that will do it. You can also use a slew
of policies instead of or in addition to those apps.

I have a problem where some of my users are installing these downloaded
programs like Hotbar and Weatherbug on my Citrix server.  Is there a way
to stop this or maybe log who is installing them?
