[THIN] Installation of Adobe Acrobat 6.0 on Windows 2000 TS SP3

I have tried for 2½ hours to install Adobe Acrobat 6.0. 
The problem is that only 3 people should be able to make pdf's. 

The others should only be able to read pdf files

How do I assign the correct ACL and should something in the installation be 
left out (like in Adobe Acrobat 5.0)

Please help!
