I think this is what your talking about. (hopefully the picture appears
below)
otherwise its computer policy settings, policies\administrative
templates\windows components\internet explorer\ and policy to enable is
"Prevent performance of First run customize settings" and then select
"go directly to home page" as the settings.

8.
windows 2003 server running only a published IE 8 java app with all
menus disabled
