[THIN] IE pages not fully loading for users

I have a problem with IE after having to perform some disaster recovery on our 
Metaframe XP server (Windows 2000 SP4). 

The problem is that only DOMAIN "ADMINS" can open and view web pages in full. 
If a regular user opens IE, only small portions of the site will load (yahoo, 
msn, etc.), or all you get is junk. I know i am dealing with a rights issue 
here, but i can not seem to find it, i was hoping someone had an idea on where 
to point me to start looking?
