[THIN] IE enhanced security setting

I have XA 6.5 on windows 2008 r2. I've disabled IEES for users but not admins.
We have a handful of users that are still getting the IEES popups. If I disable
it for admins they stop getting these pop ups.
I've checked every group and they are not local admins on the citrix servers.
Has anyone else seen this were IEES thinks the user is a admin when they are
not?
