IE SEC needs to be enabled for users and administrators when first installing 
RDS.  If it is not you may have issues turning it on/off (even tho the the 
radio dial show your select).

We have an isolated site where IE ESC is not needed and it's disabled 
completely.  However, IE still blocks some *.htm files when they attempt to 
open on a second tab.
We get the error abot IE ESC blocking it, even though it's disabled.

If we attemp to open the files when IE is not open yet, they open just fine.

Anyne run into this?
