Deleting the temp IE files has done the trick

I would clear the Temporary Internet Files cache on the clients. 
This problem is most likely caused by either the "Do notsave
encrypted files to disk" and when you have a lot of local IE cache. 
I would purge the local IE cache, close IE, then try again.

Also he can save the failing launch.ICA from the NFuse page directly
to his machine and double click it and it runs with no problems at
all

Yes I forgot to mention that, and I got all excited thinking you
might have solved my problem, but alas 'Do not save encrypted pages
to disk' is not enabled, which is the same as mine

Are you accessing the nfuse site over SSL?

See if 'Do not save encrypted pages to disk' is enabled in his IE
preferences
