RAD communications has a product that I used to use to simulate an internet.
I don't remember the name, but basically you take a dual-nic PC and add this
software on.  You can independently control bandwidth, latency, and jitter
in each direction.  You probably have to call them and ask about it because
it isn't  actively marketed (sorry, I don't remember the name of it anymore,
either)
