[THIN] How much latency is too much?

We are trying to get a user in our Singapore office connected via
Program Neighborhood to a published app here in Oklahoma. His ICA
session gets hung up on the "negotiating capabilties" portion and I'm
wondering if his 260ms latency is causing an issue. We have users in
Europe that are 160ms away and they don't seem to have any trouble.
