In your GPO go to Computer Config | Admin Templates | System |
GroupPolicy ...>  "User group policy loopback..."  I select replace,
since the OU that the user resides in may have other policies applied
that I do not want taking place while in a Citrix session.

I do have the GPO on the Citrix Server OU
The Servers are in the OU
I am not sure about loopback how do I turn it on.
Apply policy is set for Citrix users and Deny for admins.

Hopefully I am understanding this right but this should be easy.  Add
the GPO to the Citrix Servers OU that you created. Ensure that all
Citrix servers are located in the Citrix Servers OU.  Ensure that loop
back processing is enabled on the OU.  This ensures that the GPO
applies
to all users who log into the Citrix servers this includes
administrators.  I would suggest denying the GPO to the administrators
group.  Does this help or make sense?

I was wondering if anyone can help with some GPO help. 
Here is what I did. 
I created an OU called Citrix Servers. 
Created a Group called Citrix Users 
I added the Citrix server to the OU. 
I then created a Policy for a locked down environment. 
I only want the policy to affect the Citrix users when they log into a
citrix server not when they log into there every day Win2k computers.
But for some reason the Policy does not work I added a link to the
domain root but then the Policy locked down the local win2k computers.
Can someone please tell me what I may be missing?
