In our situation we have a group setup for the HelpDesk and I grant them
user access, then under Advanced I also add Reset and Shadow
permissions. This has worked out well for us.

I need to give some non-Domain Admins access to terminate stuck
sessions. If I give them full access over the ICA listener, this should
satisfy the requirement, correct? Would it give them any further access
that I may not want to grant?
