[THIN] Re: GPO Loopback processing

Replace ignores the user account OU gpo's.  It does not run them at all.
Remember, Loopback processing ONLY affect User policies not machine.

Merge does what you describe.  If there are conflicting settings the
Loopback gpo's take precedence.

Hopefully that makes sense.
