May be a silly question, but are you using AD folder redirect? (I know some companies use NT4 Adms for folder redirects). There is not another GPO on the OU where the user accounts are. I believe the replication is functioning correctly on the 2 Domain Controllers we have because if I make a change to a user account or an OU on one, the change is replicated to the other DC without a problem.
