[THIN] FR2 as service pack - yes or no

Simple question:
Customer has no Subscription Advantage.
FR1 is already implemented. Install FR2 as SP2 or not?
Assume Subscription Update is not in a budget and any incremental
improvements are viewed alongside potential problems that any upgrade may
cause.
I need a consensus on the subject.
