You still didn't tell me if this was a single user or all users. But at this
point I will assume more than one. 

Have you tried resetting the user profile? In isolated situations where only
a few users have this issue, I've seen corrupt profiles cause this type of
problem. 

I would assume also that you've gone over what's been installed recently on
your TS servers, as well as looked for any odd event log errors?

We have restricted the task manager..  But if I go into the CMC and
end the explorer.exe it will start back up and everything will be
fine.

If this is isolated to a single user, wipe / reset their profile. 

Can the user hit CTRL + F3 to bring up the taskmanager and manually
run 'explorer'? Or is this option restricted via policy?

has anyone ever had this problem?
 
We are publishing a destop and when the user logs in it loads their
personal settings, and the explorer.exe just hangs and never loads
the start menu.
 
Any ideas?
