You can use a GPO and import the excel10.adm policy template.  It
contains a section to set macro security.  I use it for this very same
thing.

Can anyone point me to a resource to make custom settings in Excel XP
(2002)
 
I need to set some defaults \ macro security settings...they will be the
same settings for all users.
