I've done a bit more research on this and the action it is failing on is:

*Adds the icammdrv64.cat and icaendpoint64.cat files to the catalog
database. This action executes during the installation of XenApp server on
Windows Server 2008 64-bit Edition

I've still not resolved the issue.
