[THIN] Error 1926....security for file Config.Msi

When installing a hot fix for Citrix XPa FR2 on W2K I get this error:
Error 1926. Could not set file Security for file 'M:\Config.Msi\' Error:5
Verify that you have sufficient privileges to modify the security
permissions for this file.
This also happens when installing any MS office updates.
I run chgusr /install before doing any of it. I'v also set NTFS permissions
for the administrator on M:\ to full control.
My fellow brothers and sisters please advice.
