[THIN] Editing ntuser.dat for MS Publisher Issue

Anyone seen this with Publisher 2000 on NT or 2000?:
When users run Publisher 2000 and go to insert clipart, they receive the
error "Clip Gallery cannot find the file". The error does not occur for
everyone on the same server, and if I issue the user a good ntuser.dat, the
error goes away. Has anyone come across this error and been able to edit
the user's existing ntuser.dat to resolve the problem?
