Check www.eventid.net and do a search on your event. It offers a halfpie
answer:

TermService - C:\WINNT\System32\perfts.dll - Perflib "Collect Timeout"
registry value sets up a timeout procedure internally. If the Collect
function of a performance monitor extension DLL does not return within the
time specified, in milliseconds, in this registry value an event (1015) is
posted to the Event Log.

Came into work today and found the Citrix XP box would not allow connection.
NAGIOS (my server monitor) gave me a ICA 1494 Critical response. I logon at
the server and I went to taskmanager and found that "termsrv.exe" was at 75%
CPU. The system was VERY slow. I just wanted to fix it fast so the users can
work, so I rebooted it. Now "termsrv.exe" is at 0%. 

I looked into the Event Application Log and found a BUNCH of these errors...

Event ID: 1015

The timeout waiting for the performance data collection function "PerfOS" in
the "C:\WINNT\system32\perfos.dll" Library to finish has expired. There may
be a problem with  this extensible counter or the service it is collecting
data from or the  system may have been very busy when this call was
attempted.  

I googled 'event id 1015' and found this - Q226494, but it does not tell me
WHY I get this and HOW to stop it. I'm not running any performance
monitoring app on this box.
