Michael, We are running into this exact same issue. When I try to launch an App over and over myself, it always consolidates the sessions and doesn't let me run more than one. BUT somehow, some users end up with two applications running under the SAME session that are definately different copies running. I know it has to be a Citrix Bug, but I haven't tracked down the answer yet. Let me know if you find anything.
