I've narrowed it down to publishing, not protocol.  If I go to the desktop,
I get the right settings.  If I go through WI, I don't get them.  The
ICA/RDP was a red-herring.

Do you have IE Enhanced Security Enabled/Disabled?  Enhanced security store
the domain information for zones in different registry keys when enabled.
Some GPO settings will not work unless Enhanced security is enabled.  I
think zone settings are one of them, however there are ways around it.

No roaming profiles.   But should that matter?  I have a GPO setting the
zones.  All the other IE settings take affect, just not the zone settings.

There are some bugs in W2k3 in which an Administrator will get a local
profile instead of their roaming profile when logging in via RDP.

When you RDP, are connecting to the console?  Or normal RDP session?

All,

I am having trouble getting an configuring zones in IE via GPOs for use on
MPS3 servers.  What's odd is that when I RDP into the servers, the zones
populate just fine.  If I use ICA, they are blank.  In MPS3, how does
protocol play into this?
