There are some bugs in W2k3 in which an Administrator will get a local
profile instead of their roaming profile when logging in via RDP.

When you RDP, are connecting to the console?  Or normal RDP session?

All,

I am having trouble getting an configuring zones in IE via GPOs for use on
MPS3 servers.  What's odd is that when I RDP into the servers, the zones
populate just fine.  If I use ICA, they are blank.  In MPS3, how does
protocol play into this?
