Hi Richard,
Published apps, if load balanced, are individually defined on each server.
If you set the scope to a server, that's all you're controlling. Check the
scope in appcfg. Make sure it's farm based, not NT domain and includes all
the servers in the farm.

All,
metaframe 1.8,sp3 with FR on nt 4.0,sp6 (yes I know!!) never seen this
before though. I have disabled a published application from server 1.
However users can still run the application from all the other servers. I
cannot work out how this does this and haven't seen anything on the citrix
site.
