How about moving the service to another machine that doesn't requires admins
constantly login to the console.

 

Another approach is to talk to the person who is logging into console for
one, and logging off for two.  If the continue their pattern, deny that
admin access to the server.  If they complain they can't do their job, then
have a talk with their manager. Trust me, this is very effective.

Still need RDP access to the server, just not to session 0.

How about disabling the remote desktop services?
