How about moving the service to another machine that doesn't requires admins constantly login to the console. Another approach is to talk to the person who is logging into console for one, and logging off for two. If the continue their pattern, deny that admin access to the server. If they complain they can't do their job, then have a talk with their manager. Trust me, this is very effective. I have tried setting fEnableWinstation to 0 within HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server\WinStations\Console (which seemed the obvious place to me) but no affect. We have a console based service running and want to prevent people connecting to the console and logging off which in turn stops the service running.
