[THIN] Disable RDP Console connections?

Does anyone know a way to prevent RDP ‘CONSOLE’ connections?
I have tried setting fEnableWinstation to 0 within
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal
Server\WinStations\Console (which seemed the obvious place to me) but no
affect.
We have a console based service running and want to prevent people
connecting to the console and logging off which in turn stops the service
running.
