If you look in the registery under HKCU, there is a key called ShellNoRoam.
That is where most of the folder settings are stored.

ShellNoRoam means exactly what it says. The default value for the
ShellNoRoam key indicates the last machine the user logged into. If a user
logs in to a machine with a different name, Windows will delete the
ShellNoRoam key. Very annoying.

I think I got it working once by writing logon and logoff scripts. I saved
the ShellNoRoam key to a .reg file during logoff. During logon, I modified
the Default value to point to the new server name and imported the .reg
file. Seemed to work but there are timing issues since you need to import
the .reg file after Windows deletes the ShellNoRoam key. I also found that
we had to delete the user's profiles to get the script to work.
