[THIN] Desktop short cuts are viewed as downloadable files...

We're setting up Windows 2003 servers running Terminal Services and have
always used redirected Desktops and shortcuts to run applications.  

We now get a Dialog Box with "Open", "Save", "Cancel" and "More Info" as
if this is a downloadable app. Even with Office 2003 applications. The
checkbox to Always ask is checked and disabled.  The dialog looks like
an IE dialog, but their just normal short cuts.  I've looked all over
and can't find an answer...  It's not an IE web page, just the desktop.

Just want to be able to double click and go like normal.

Any help would be appreciated.
