Hi Mark,
 
100% infers that it will try to fill the whole screen. When it's minimised and 
maximised, the toolbar prevents it using the whole screen, hence the toolbars.
 
I've been using just slightly less than 100%. Doesn't have that problem.

I'm working with a medium Citrix client who wishes to use Citrix
applications and sessions set to 'Percentage of Screen' = 100% to maximize
the desktop real estate while honoring the desktop taskbar. The client is
using Windows XP Pro with ICA client 6.3, 7.1 and 8.0. The connect to MF XP
FR-2, FR-3 and MPS 3.0 farms.

The problem is that when they lock the workstation and unlock it, there is
now scrollbars on the ICA session. Maximizing the session resizes it back
but this is a headache for 1200+ users. Setting the session to 99 also
produces better but mixed results - anything less will defeat the purpose...
We can reproduce this with any Windows XP client except on a tablet PC (it
never exhibits the problem), but if we use a Windows 2000 client we don't
see the problem.
After calling Citrix support, they tried it on their own desktops and found
the same problem with Windows XP and not with Windows 2000.
All things appear to point to some difference between Windows XP and Windows
2000 and are not Citrix specific (server or client).

Can I ask anyone willing to attempt to further validate this theory to try
the following -

1. Connect to a session or application set to 100% with a Windows XP
client - lock and unlock your desktop.
2. Connect to a session or application set to 100% with a Windows 2000
client - lock and unlock your desktop.

Did your session or application get scrollbars under each scenerio?
