If you have group policy, there are some GPO settings that disable that
sort of thing.  There is also a setting for telling windows to run
programs on login.

Installing the rightfax client on a box (std PC or MF server) puts a key
to run faxctrl.exe in HKLM\Software\Microsoft\Windows\Current
Version\Run.
When a user starts a published app this key does not run - so putting
the key either in HKCU or in HKLM\Software\Microsoft\Windows NT\Current
Version\Winlogon\appsetup may work - hopefully I will get a change to
test this on our test box in the next day or so
