Just did a quick test on adding the key to HKCU - did not work

Installing the rightfax client on a box (std PC or MF server) puts a key to
run faxctrl.exe in HKLM\Software\Microsoft\Windows\Current Version\Run.
When a user starts a published app this key does not run - so putting the
key either in HKCU or in HKLM\Software\Microsoft\Windows NT\Current
Version\Winlogon\appsetup may work - hopefully I will get a change to test
this on our test box in the next day or so
