OK, found my solution, ICA.BMP and ICA256.BMP need to be in my WINNT
directory as well.

I had this really good idea to change the Default User desktop to display
our company logo. I've done it before on the existing servers in the Farm
and it's worked a treat.  I'm building a new server to go in the Farm, so, I
did the following:

Copy my 256 colour bmp file from an existing server called it ICA.BMP and
ICA256.BMP and replaced the default ICA.BMP and ICA256.BMP files.  To be
safe I also made the following changes to the registry:

[HKEY_USERS\.DEFAULT\Control Panel\Desktop] "TileWallpaper"="1568"
"Wallpaper"="j:\winnt\itinc-back2.bmp"

And also...

[HKEY_USERS\.DEFAULT\Control Panel\Colors]
"Background"="255 255 255"

I copied and renamed ICA256.BMP to itinc-back2.bmp and put it in J:\WINNT

Now, on my new server my default user screen is a lovely hue of White, but
alas no bitmap so my second reg tweak is working.  I've tried the console,
and RDP and ICA connection and no bitmap.  I've done this before on my other
servers and they work fine, I have  used the same bitmaps on my new server.
I have even tried exporting the relevant registry keys from those servers
and it still does not work.  I'm really pulling my hair out with this, it
seems so daft!

My suspicion is that I've forgotten to do something but I'll be dammed if I
can remember!  Please help!
