While the default user profile regional locale matters, the session default 
input language depends on the keyboard locale of the client device. See 
CTX331178 for details.
 
So if the client has a US English keyboard, the session input locale will be 
US-English.
 
You've got a few ways to "cure" this unwanted behaviour. 
 
The first, if using web interface as a front end, is to edit the ICA template 
file, and include the following statement:
 
KeyboardLayout=(Server Default)

or you could add this to each user's appsrv.ini.
 
But the easiest thing to do is a registry change on the server to ignore the 
client locale. This is most easily done via group policy, so you could add the 
following policy snippet to your TS server group policy template:
 
    POLICY "Ignore Remote Client Keyboard Locale" 
    KEYNAME "System\CurrentControlSet\Control\Keyboard Layout"  
        PART "Set Server to disregard client keyboard locale" CHECKBOX  
        VALUENAME "IgnoreRemoteKeyboardLayout" 
            VALUEON NUMERIC 1 
            VALUEOFF NUMERIC 0       
        END PART 
    END POLICY ; keyboard locale

The default user profile will still have it set to US.  Change it to Aus...

I am having great trouble getting 'default input language'
to change to English (Australia) for logins to a 2003 citrix server. All other 
settings in Regional and Language Settings install as English (Australia) but 
the default input language always defaults as English (United States) with 
English (Australia) as the second one.

Are there any tricks to get it to default correctly?

What does this actually affect (spelling?)
