The new release of TScale which includes Application Shaping will allow you to 
set a threshold of CPU usage for NTVDM, and when it exceeds your threshold, 
stop NTVDM from using CPU at the expense of your other applications.

We have this wonderful app (not really) that we use which is DOS based. When 
three users or more run this app off the Citrix box (Windows 2000 SP3, Citrix 
XP FR 2) the CPU stays at 100%. Does anyone know if there is a way to correct 
this problem?
 
I would personelluy like to replace the app but that is not an option.
