JK,
The client license may be blocking the connection.
In the registry drill down the the MSLicensing key and delete the store
key and reboot.  This should take care of the problem.

One of my users are trying to connect to my new win2k and m1.8 citrix
servers, they are getting the "Error in Connection -
Network or dialup problems are preventing communication ...".  The
weird
thing is that the can connect to my existing server farm (tse with
m1.8)
without any problems.  It is only when trying to connect to the new
server that they get this message.  I tried upgrading their client to
the latest version to no avail.
 
Any ideas???
