That's a loaded question. There are two many unknown here.
Published apps or a secure published desktop?
Users' groups member ships? Are they denied by the list of users
authorized to use the app? Is there a security policy that sets them so
they don't see the icons?
Or are you saying it errors for some users and not for others? If so is
the error server specific for all users or follows only certain users?

See what I mean.  That's kinda like saying two cars. Someone can drive
one but not the other. There are tons of reasons from different problems
with the cars, to only owning one, to they second car is located in
California and this guy lives in Sidney.
