I've done it with the humble Microsoft fax driver and a faxmodem on the terminal directly attached. We currently use Rightfax on a dedicated non-Citrix server and run the rightfax client on the Citrix servers. It works great and gives you a lot of features (incoming faxes can be routed to your e-mail, etc).
